It is known as a surname derived from the name of Kyoto County, Buzen Province, which spans part of Fukuoka Prefecture and northern Oita Prefecture, and the name of Kyoto County still remains in Fukuoka Prefecture today.
This place name was originally written in kanji as "Miyakogun," but it is said that during the Nara period, the name was changed to "Kyoto," while keeping the pronunciation the same.
The reason behind this is said to be that following the example of the Tang Dynasty, which was an advanced country at the time, a rule was established to use two kanji characters for the names of provinces and counties. Incidentally, there is no surname that is written as "Kyoto" and pronounced as "Kyoto."
